Any company large enough to employ someone whose job is to ensure company gains but who is not directly measured by product/service delivery - or - where so many metrics are measured that may be meaningless to the success of a particular endeavor but can demonstrate company gain (aka the "I don't care what you say about me just spell my name right" approach) this seems to take hold.
